Creating a virtuous circle isn't a short-term strategy. It requires a plan, patience, and plenty of determination on your part. It's useful if you can bring other people into your virtuous circle. The more sites you bring in, the better off each member of the circle will be (in SEO terms).

Each site owner has to fully cooperate with the rest of the group (everyone must pull their weight). This is why such a group will work best when...

There is a central coordinator who makes sure everybody knows what to do, when to do it, and checks that it's been done
There is a wide variety of different markets covered by the group
Group members all produce their own content
There is a wide variety of content types (e.g. video, slide shows, text articles, audio)
Content is placed on sites external to the group member's own sites (i.e. so link juice flows in from external sites)
